IUPAC rules state you choose the parent chain with the greatest number of subtituents. So the top one has three subtituents, the bottom example has two substituents. So if you were to name this molecule using IUPAC packed nomenclature you would choose the top way of naming it, which again we will get to in more detail in the next few videos
